When people find out that it costs half as much per mile to run an electric car as compared to a gas fueled car, and electric cars are available at reasonable prices as they will be in a year or two, that is all the incentive they will need. Don't waste any of the gas tax on hybrid or electic incentives. Gax tax revenue should to toward the bus system.
